This stitch is made using multiples of 5 + 2

Foundation Row: chain 27

Row 1: chain 3(this counts as first double crochet) double crochet 3 more times into the first chain of the foundation row. Chain 3 and double crochet into the same space* skip 4 chains and double crochet 4 times into the next chain of the foundation row(chain 3 and put 1 double crochet into the same space*) repeat from* to* end of the row in the last space put 1 double crochet and turn.

Row 2: chain 3(this counts as first double crochet) double crochet into chain three space from the previous row three times and chain 3 then double crochet into the same space. *In the next chain 3 work space work 4 double crochet. Chain 3 and double crochet all in the same space * repeat from *to* across row in the last space put 1 double crochet and turn. Remaining rows are worked as row 2.

Hi! How long should the scarf be at the end?

You have to choose how long to make it. Some of that depends on how you want to wear it. Looping it around your neck with both ends through the loop takes a bit longer than wearing it only around your neck like a tie. Find another scarf that you like the length of, or use a piece of fabric to give you an idea.
